Topic: Housing, Innovation, & Governance in African Cities

Africa is experiencing increasing urbanisation, however they are faced with their own challenges and opportunities based on their context. For example, Africa has not benefited from the associated growth that comes from increasing urbanisation. Both innovation and governance are important tools for African cities as they look to building forward better from the impacts of COVID-19. 


This session will host National and Local governments as well as the Civil society and the business world (developers, architects) to discuss how African Cities can harness urbanisation, innovation, and governance for sustainable economic growth.

George Seguya Lubega

    George Seguya Lubega Housing Consultant and Lead Senior Architect AIA RIBA Architect George Seguya Lubega holds a Bachelor of Architecture, Masters in Housing Development from Oxford Brookes, and a Masters in Leadership from the Trinity Leadership University. Additional global certificates George possesses include WELL AP, LEED AP BD+C, LEED AP HOMES, LEED AP O+M, LEED AP ID+C, LEED AP ND, OSHA, PMP, CCCA, CCS. He is a member of the American Institute of Architects, Royal Institute of British Architects, and the Saudi Arabia KSA-CAERB. With more than 25 years’ global experience in architecture and program management; George’s values are team work, emotional intelligence. George promotes interdependence through diversity, mutual trust, shared common purpose, motivation and commitment while recognizing individual excellence. He aligns organizational objectives with team values and personal goals to remain motivated and optimize his contribution. In addition to having had his own Architectural Practice in Chicago, he has African experience from Rwanda and Uganda. George is currently one of the Senior Architect architects on two new cities being built in Saudi Arabia.

Jennifer Mirembe

  • Vice President of the African Planners institute & Vice Chair of Urban Design Institute South Africa for the Gauteng Region

    Dr Jennifer Mirembe is the Vice President of the African Planners institute, and the Vice Chair for the Urban Design Institute South Africa for the Gauteng Region.


    She holds a Doctor of Town and Regional Planning from the University of Pretoria – in the impact of Technology (specifically ICT) on People, Space and Planning. She graduated with an award in the Masters in City Planning and Urban Design from the University of Cape Town. 


    She brings over 12 years combined working experience in the National Department of Human Settlements South Africa, and leading urban design firms in the private sector in Cape Town. She is the co-host of “Bonjour Africa” Africa’s show that presents how to solve Africa’s Urban problems in Brand New ways. She has also pioneered the 5 day campaign for physical planning and design of the interface between public space and private space virtual conferences happening from 9 to 13 August 2021 in Kampala city- Uganda, Khartoum- Sudan, Lagos – Nigeria, Cameroonian cities- Cameroon, and Gaborone- Botswana.

Emmanuel Ikechukwu

  • Lead Consultant and CEO of Metromax international Limited, Nigeria; Chairman of Rivers State Chapter of the Nigerian Institute of Town Planners (NITP); Chairman of NITP State Chapter Chairmen’s Forum; Chairman of South-South Planners Forum, Nigeria and API Country Coordinator-Nigeria

    Tpl. Emmanuel ikechukwu is a professional urban planner and environmental enthusiast that resides in the garden city of port harcourt rivers state Nigeria. He is the lead consultant and md/ceo of metromax international limited, Nigeria; chairman of rivers state chapter of the Nigerian institute of town planners 9nitp0; chairman of nitp state chapter chairmen’s forum and chairman of south-south planners forum, Nigeria. He is a registered town planner duly licensed by the town planners registration council 9toprec of Nigeria. He is a full member of the Nigerian institute of town planners, associate member and country coordinator of African planners institute api –nigeria, a member of the national conservative forum of Nigeria and a fellow of the African makers. He has over ten 9100 years of experience under his belt working both as a Senior Town Planner and Project Planner. He has played key roles and made tangible contributions in the development of various land-uses and development plans in notable towns and cities in the Federal Republic of Nigeria. He has also worked as HSE Advisor and played active role in Environmental Impact Assessment (EIA) and Environmental Audit (EA) of diverse shades in the Exploration and Oil & Gas Industry. He is an passionate facilitator of community engagement and sensitization with respect to the advancement of sustainable physical planning and development.


    He holds a Bachelor Degree in Urban and Regional Planning (B.URP) from the University of Nigeria Nsukka (UNN). He attended professional certification courses in diverse fields including Occupational Health, Safety and Environment (OHSE), Information and Communication Technology (ICT), Environmental Management, Leadership Development among others. He also holds a Certificate of Achievement in Development and Planning in African Cities from the University College of London (UCL); Certificate of Achievement in Resilient Settlements-2030 (Exploring Role of Spatial Planning) from School of Planning and Architecture, Bhopal and Certificate of Completion of UN Special Module on Climate Change; he is currently in view of Master’s Degree in Environmental Management and Control from the SPDC Center for Environmental Management and Control of the University of Nigeria Nsukka-Enugu Campus.

    Currently Prof Mosha is the Vice-President of the BAISAGO University, previously the Dean of The Faculty of Built Environment at BAISAGO and long standing HoD of Architecture and Planning at University of Botswana. He is very active in consultancy, research and publishing member of several planning institutes. 

Mona Abdallah

  • Housing & Sustainability Specialist, Sudan

    Mona Abdallah – African planner institute (API) North African region director. She is a lecturer of architecture and spatial planning with 8 years of experience at three recognized universities in Sudan, member of the Examinations Committee, member of Research committee, Project Manager at a private company with a wealth of experience in Architect Design, Project Management, urban housing equity and social justice, Sustainable urban development, urban strategies and policy, international urban policies, and governance.

    Researcher in human settelments, and diverse topics/projects in Sudan (Khartoum, Wadi Halfa, Kajbar, Port Sudan, Meroe) Ecuador, India, South Africa, Namibia, and the Netherlands.

Jude Kimengsi

  • Excellence Initiative Research Fellow at the Technische Universität Dresden (Germany), & Associate Professor in Resource and Environmental Geography at the University of Bamenda

    Jude Kimengsi is an Excellence Initiative Research Fellow at the Technische Universität Dresden (Germany), and an Associate Professor in Geography at the University of Bamenda, Cameroon. He was Consultant on Sustainable Development and Coordinator of Research, Consultancy and Publications Division at the Pan African Institute for Development – West Africa (PAID-WA). Jude is a pioneer Fellow of the Cameroon Academy of Young Scientists (CAYS), and an Associate Fellow of the African Academy of Sciences. He has several publications on linked issues of urban development and environmental planning. Jude has served as planning and development consultant with the Islamic Development Bank (IsDB), GIZ and WWF. Jude is a University of Cologne/DAAD/DIES Regional Expert on research grant proposal writing where he has intervened in several African countries including Namibia, Senegal, Ethiopia, Tanzania, Nigeria, Togo and the DRC. Currently, Jude serves as Editor for several internationally vetted journals, some of which include Scientific African (Elsevier), Forest Policy and Economics (Elsevier). He is an Associate Editor for Nature (Social Sciences), published by Springer. Jude is the Director of the African Planners Institute (API) Central Africa. 

Angela Oduor Lungati

  • Executive Director, Ushahidi

    Angela is a technologist, community builder and open-source software advocate who is passionate about building and using appropriate technology tools to create an impact in the lives of marginalised groups. She has over 10 years of experience in software development, global community engagement, and non-profit organisational management.


    She currently serves as the Executive Director at Ushahidi, a global non-profit technology company that helps communities quickly collect and share information that enables them to raise voices, inform decisions and influence change. She previously served as the Director of Community Engagement, creating and managing programs for Ushahidi’s diverse global community.


    She is also a co-founder of AkiraChix, a non-profit organisation that nurtures generations of women who use technology to develop innovations and solutions for Africa.

Oumar Sylla 

  • Director, Regional Office of Africa, UN-Habitat, Kenya

    Since January 2020 Oumar Sylla has been acting as Director for the Regional Office for Africa in the United Nations Human Settlements Programme (UN Habitat). Before this, he was Branch Coordinator, Urban Legislation, Land and Governance in UN Habitat and, from September 2015, Head of UN Habitat’s Land and GLTN Unit. Prior to joining the Land and GLTN Unit, Oumar served as a Senior Advisor in UN Habitat’s Regional Office for Africa and focal point to support urban policies development and sustainable urbanization in francophone countries. From 2009 to 2014, he was Chief Technical Advisor for UN Habitat’s Land Programme in DR Congo and he also has experience with the European Union framework, which he gained as a Land Policy Advisor in South Sudan and Burkina Faso (2006-2008). From 1999 to 2005 he was a Research Fellow in the Laboratory of Legal Anthropology in Paris 1 Sorbonne, mainly working on land and decentralization policies in West Africa. In Senegal, he operated as a junior researcher within the ILRI/ ISRA institutional cooperation framework (1998-1999) dealing with land and natural resources.

Isaro Lise Katangulia

    Isaro Lise Katangulia is a Rwandan, a registered Architect.


    She is the president and founder of African Female Architects. African Female architects is a start-up hub that celebrates and showcases the achievements and works of African female Architects. 


    She is also the founder and director of Creatture a pilot firm that is based as a design and research practice; 


    Isaro is an Instructor at Architecture is Free. 

    She earned her Bachelor Degree in Engineering Architecture from Southeast University in China, in 2016.
