Topic: SDG Cities: Leveraging Urban Capacities through National & Local Collaboration Ministerial Roundtable

As the world continues to urbanise, national governments are increasingly establishing partnerships, strategies, and policies to support sustainable urbanisation in their region. 



The Ministerial Roundtable will host ministers responsible for urban settlements and provide a platform on how countries can partner with and lead their cities toward more sustainable and equitable economic and social growth.

Eduardo López Moreno

  • Director of Knowledge & Innovation, UN-Habitat

    Eduardo López Moreno, is an architect from the University of Guadalajara with more than 25 years of academic and professional experience in the areas of urban development and housing policy, poverty reduction, governance and institutional analysis. His studies include a Doctorate in urban geography at the Sorbonne University in Paris, France and a master's degree in urban sociology from the University Paris, Saint Denis, France. Eduardo López Moreno has five books on issues related to social housing, land policies, urban development and urban history. His book "The Grid in the Development of the Hispano-American City" received the Jalisco Research Award and has been published in several editions. He has published more than 30 articles in national and international magazines on urban policies, urban history, poverty and housing financing.

Solangel Natali Fernandez Huanqui

  • Former Minister of Housing, Construction and Sanitation, Peru

    Architect, urban planner and urban economist. Graduated with excellence from the National University of Engineering. She has professional experience in Peru and different countries in Europe and Asia, where she developed her knowledge in urban design, territorial planning, sustainable mobility, management and direction of urban projects.


    She has a Master's degree in Planning, Growth and Regeneration from the University of Cambridge, as well as a Master's degree in Urban Design from Oxford Brookes University. 


    She has more than 15 years of professional experience. She has led teams in various municipalities. She worked in the integral urban projects of Huaycán, in Ate, and José Gálvez - Nuevo Milenio, in Villa María del Triunfo. In addition, she was Head of the Urban Planning Office of the Municipality of San Isidro, and Manager of Urban Innovation in the Municipality of San Borja. In these institutions he developed normative instruments, and formulated projects in public spaces and proposals for sustainable mobility. 


    She also worked in the Ministry of Housing, Construction and Sanitation as technical coordinator of the Metropolitan Development Plan of Callao to 2040, which is executed in coordination with the Provincial Municipality of Callao.


    She is currently a university professor at the San Ignacio de Loyola University. Her vision is that cities should be orderly, healthy and inclusive.

Josué Rodrigue Ngouonimba

  • Ministry of Construction, Urban Planning and Habitat, Congo

    An architect by training, Josué Rodrigue NGOUONIMBA is a Congolese politician,


    Minister of Construction, Town Planning and Housing. He has been at the head of this ministry since 2017, in two different governments.


    A parliamentarian, he has also been a member of Parliament for Djambala (Plateaux), in northern Congo, since 2012. He has also been Minister of Equipment and Road Maintenance (2016-2017), Minister of Tourism and Environment (2012-2016), as well as Minister Delegate to the Minister of Economy, in charge of Regional Planning and Integration (2009-2012).


    In 2019, he succeeded in having Law No. 6-2019 of March 5, 2019 passed and promulgated on the Town Planning and Construction Code. This tool brings together the legislative and regulatory provisions relating to Congolese town planning law.


    Minister of Tourism and the Environment, he laid the foundations for Ecotourism in the Republic of Congo, in particular by drawing up in 2015 a National Strategy as well as a Master Plan for the sustainable development of tourism, with the support of the United Nations Development Program (UNDP) and the World Organization of Tourism (OMT). 

Premila Kumar

  • Minister for Local Government, Housing and Community Development, Fiji

    The Honourable Premila Kumar is the current Minister for Local Government, Housing and Community Development in the Fiji Government. She was elected into Parliament in 2018 after her first run at public office. Prior to her Ministerial role, Hon. Kumar was the Chief Executive Officer for the Consumer Council of Fiji for 12 years. She is best known for her work as a consumer advocate with a distinguished professional career as trade policy and investment facilitator, environmentalist, teacher and teacher educator.

Zuraida Kamaruddin

  • Minister of Housing and Local Government, Malaysia

    YB Puan Hjh Zuraida Kamaruddin is the Federal Minister of The Housing and Local Government (KPKT) Malaysia responsible for housing, local government, fire and rescue authority, solid waste management and housing tribunal & strata management. Prior to the position, YB Puan Hjh Zuraida Kamaruddin was a corporate figure attached with well-known companies such as Frank Small & Associates, Chuo Senko Advertising (Japan), American International Assurance, Avon (M) Berhad, Flairborne (M) Sdn Bhd. She had previously served as a Women in Parliament Ambassador for Malaysia. Besides of which, she is also actively involved in humanitarian and NGO bodies such as Institut Wanita Berdaya (IWB), Women Institute for Research, Development & Advancement (WIRDA), MERCY – Afghanistan, MAPPIM - Gaza / Palestine, PANTAS – Padang and WIRDA - Acheh,China,Yogjakarta. On the political platform she is presently an Ampang Member of Parliament, Vice President of Parti Keadilan Rakyat and also holds the position as The Women’s Wing Chief of Pakatan Harapan.

William F. Duguid

  • Minister of Transport, Works and Maintenance, Barbados

    William Fondleroy Duguid is a Barbadian oral surgeon, politician, and a current Cabinet Minister.


    William Fondleroy Duguid was born on 20 November 1967 in Barbados to Kenneth and Joyce Duguid. He was educated at Merrivale Preparatory School, Harrison College, Barbados Community College, and the University of Wales College of Medicine. He is a Fellow of the Royal College of Surgeons.


    An oral surgeon by profession, Duguid successfully contested the Christ Church West constituency for the Barbados Labour Party (BLP) in the 2003 and 2008 general elections. He opted out of the 2013 election, but has been selected as the BLP's candidate for the next constitutionally due election.


    He is a former 1st, 2nd, 3rd Vice President of the National Executive Council of the BLP , and a former General Secretary of the BLP.


    Duguid will once again be contesting the Christ Church West seat for the Barbados Labour Party (BLP) in the 2018 general election.


    After a stinct away from elective politics, Duguid returned to successfully contest the 24 May 2018 election and was appointed Minister of Transport, Works, and Maintenance in the Mia Mottley Administration.


    Duguid is married and the father of two children.

Irene Campos Gómez

  • Minister of Housing and Human Settlements and President of the Board of Directors of Banco Hipotecario de la Vivienda, Costa Rica

    Irene Campos Gómez, Minister of Housing and Human Settlements and President of the Board of Directors of Banco Hipotecario de la Vivienda (BANHVI). 


    On october 2018 she was elected as President of MINURVI, entity of coordination and intergovernmental cooperation of the countries of Latin America and the Caribbean, in the area of sustainable development. 


    She has been university professor in Universidad de Costa Rica and Universidad Estatal a Distancia (UNED).  She has Degree in Civil Engineering from the Universidad de Costa Rica and Master Sc. in Environmental Sanitation, from Ghent University of Belgium. 


    She was a General Director General Director of the Costa Rican Cement and Concrete Institute (ICCYC).

Maja-Marija Nahod

  • Special Advisor to the Minister of Physical Planning, Construction and State Assets, Croatia

    My daily activities include:


    • Defining sustainable standards for the construction industry and entrepreneurs, as a technical expert, providing technical & managerial support to various projects as needed


    • Responsibility for working with and inspiring co-workers and other stakeholders, both in facilitation and technical capacity


    • facilitate and provide support to several working groups which bring members together to research, test and integrate innovations into their standards systems


    • work closely with colleagues focused on traceability, monitoring, and evaluation


    • learning by doing & transfer knowledge to students and employees


    I bring my 14+ years of combined experience working as an engineer with the support of technical background & working in the Higher Education sector.


    The doctoral thesis on the impact of the competent managing the changes on project success was a great basis for a further carrier.


    Nowadays, I'm an active participant in introducing better work productivity and digital transformation in the state administration and construction industry, on behalf of the Ministry of Construction & Physical Planning in Croatia.


    The main drivers for those goals are people under my leadership (at the Directorate for construction and energy efficiency in the Buildings Sector). The employees who make 1 step further every day, go out from their comfort zones and allow growth and development along with changes.


    With such a supportable team, it was easy to set up the strategic direction that defies the average and changes the established practice.

Dyfed Aubrey

  • Inter-Regional Advisory and Head of SDG Cities Initiative of UN-Habitat, Kenya

    I'm a Senior Advisor at United Nations Human Settlements Programme (UN-Habitat). I currently coordinate UN-Habitat's Subprogramme on Shared Prosperity of Cities and Regions and previously headed its Regional Office for Arab States. I'm passionate about the possibility of cities to improve the quality of life of their residents and drive the achievement of SDGs. My experience, mainly in the Global South and crisis affected countries ranges from working directly with communities in slums to advising ministers on key areas of urban policy. I have an MSc in Development Planning from Development Planning Unit (University College London).
