Topic: Alternative Housing Models for Urban Recovery Mayoral Roundtable I

Housing needs to become a factor to structure cities and ensure they are better planned and organized from both a governmental and housing industry perspective. Investing in housing as a tool for recovery cannot be understated. Housing policies, however, need to be based on the principle of housing as a human right rather than a commodity. Consequences resulting from the pandemic has pronounced the importance of this perspective.


This roundtable will bring together mayors to discuss innovative approaches to housing. Session participants will discuss what has and has not worked. The session also aims to highlight innovative and sustainable housing models that can be scaled and replicated.

Laura Dudas

  • Councillor and Deputy Mayor, City of Ottawa, Canada

    Laura has dedicated her personal and professional life to public service. Born in Kitchener, Ontario, to parents who were actively engaged in the community, she sought out a career path and volunteer opportunities that would allow her to positively impact the lives of others.


    She served as the President of the Blackburn Community Association for eight years, and was active on the board for 10 years. In that time, she chaired multiple volunteer boards, organized large-scale events, raised funds for local causes, and organized many public consultations.


    In her volunteer capacity, Laura worked to build strong relationships with Orléans’ community associations and groups, collaborating with them to get results on issues that are important to east-end residents. She has been a member of the Orléans Chamber of Commerce and an active supporter of the Heart of Orléans Business Improvement Association.


    Professionally, Laura was a City of Ottawa employee for eight years (from 2010 to 2018), providing strategic communications on a wide variety of projects, including ones that directly benefited Innes Ward and Orléans. Prior to that, Laura worked as a journalist for eight years writing for several daily newspapers, including the Ottawa Sun, the Stratford Beacon Herald and the Cambridge Reporter. 

Sheran Palacio

  • Mayor of Belmopan, Belize

    Sheran “Sharon” Palacio, Ms P or Shar-P is a Belmopan pioneer having lived there since the age of thirteen in the 70's. Her early introduction in to the political arena is quite colourful and goes back to the 2003 when she first served as a PUP City Councilor in Belmopan. 

Ivan Vuković

  • Mayor of Podgorica, Montenegro

    Ivan Vukovic was born on September 17, 1984 in Podgorica.


    He completed his undergraduate and specialist studies in 2007 at the University of Montenegro - Faculty of Political Science.


    Vukovic was one of the student representatives in the Movement for Independence of Montenegro.


    After the specialist studies (2006-2007), he enrolled in postgraduate studies at the Leiden University, Netherlands. In 2008, Vukovic defended his master thesis.


    Upon returning to Montenegro (2008-2014), Vukovic became a teaching assistant at the Faculty of Political Science of the University of Montenegro.


    Vukovic defended his PhD thesis in June 2014, at the Central European University in Budapest.


    In the period from 2014-2015, he acquired the title of Lecturer at the Faculty of Political Science, where he was elected Assistant Professor and Vice-Dean for International Relations.


    He spent the academic year 2016 – 2017 at the George Washington University, as the first Fulbright Postdoctoral scholarship holder from Montenegro. During his stay in America, he was teaching at the aforementioned university.


    In January 2021, he was elected as the Vice president of the Democratic Party of Socialists. In March of the same year, he became the President of the Assembly of the Union of Municipalities of Montenegro.


    In April 2021, Vukovic was nominated as a member of the European Council of Foreign Relations (ECFR).


    He is fluent in English and has a good grasp of French.

Clover Moore

  • Lord Mayor of Sydney, Australia

    Clover Moore was elected Lord Mayor of Sydney in 2004, the first popularly elected woman to lead the City of Sydney and the longest serving Mayor since city government incorporation in 1842. 


    Clover also served as an Independent member of the NSW Parliament from March 1988 to September 2012 and was concurrently Lord Mayor and Member for Sydney for 8 years. 


    Throughout her public life Clover has championed progressive policies, achieving reforms which increase government transparency, champion our environment and protect the vulnerable.


    As Lord Mayor, Clover initiated the internationally renowned Sustainable Sydney 203 plan to secure Sydney’s future as a leading green liveable and creative city. In 2007, the City became the first government in Australia to be carbon neutral, and in 2014 received the European Solar Prize for its Renewable Energy Master Plan. Now using 100% renewable electricity, the City is on track to reduce emissions by 70% in 2024 - six years earlier than its 2030 target.


    Under her leadership, the City has developed a global reputation for delivering award winning facilities; protecting and enhancing open space; promoting design excellence; delivering new transport options, particularly safe cycling; promoting and expanding the City’s cultural and creative life and initiating progressive solutions to complex city social problems such as affordable housing and related homelessness.

Joe Costello

  • Deputy Lord Mayor of Dublin, Republic of Ireland

    Lord Mayor Joe Costello is a committed and experienced public representative.  He has represented the Constituency of Dublin Central at local and national level for many years.  


    He is currently Spokesperson on Urban Regeneration.  In that capacity, he is working with local urban communities to make Dublin Central a most attractive place to live and work.


    His priorities include tackling the crisis in housing and homelessness; providing a living wage for all; defending pension entitlements; addressing climate change and promoting biodiversity and sustainability.


    He is working to improve Bus Connects and Metrolink so that Dublin can have quality public transport and safe cycleways without destroying communities and streets.


    Joe has a strong track record of delivering results for his constituents.  He lives with his wife, Emer, in Stoneybatter, in the heart of Dublin Central.

Frank Ross

  • Lord Provost of City of Edinburgh, Scotland

    As part of the Capital Coalition, Frank was the Leader of the SNP Group and Depute Leader of the Council. He was responsible for taking forward the Coalition’s pledges and providing political leadership to ensure Edinburgh’s continued prosperity. In cooperation with his Coalition colleagues, Frank led on the Council’s strategic direction and was a main spokesperson for the Council. Prior to being elected as Leader of the SNP, Frank held the role of Economy Convener. He is also a Director of Marketing Edinburgh and a Council Representative on the Bio Quarter Advisory Board. These companies assist in delivering economic growth and development across Edinburgh.


    Frank has been a key figure in major Scottish businesses, working in the manufacturing/engineering sector of industry, mainly in Scotland, for a range of blue chip companies such as Racal, Chubb, Tomkins and Motherwell Bridge. An accountant to trade (FCMA) Frank worked his way up to operate at the highest managerial level in these organisations. More recently Frank has operated as a self employed Interim Manager focussing on Company turnarounds. This allowed Frank to become more politically active resulting in his election to the Council in 2012. On 18 May 2017 Frank was elected Lord Provost and Lord Lieutenant of the City of Edinburgh.

Erion Veliaj

  • Mayor of Tirana, Albania

    Erion Veliaj was re-elected as Mayor of Tirana in June 2019, after being firstly elected as the 42nd Mayor of Tirana in June 2015. Prior to his tenure, Veliaj served as a Member of Parliament of Albania and Minister of Social Welfare and Youth from 2013 through 2015. Before joining the ranks of the Socialist Party of Albania in 2011, Veliaj had a long experience as the leader and founder of the youth movement “MJAFT”, a civic organization which gained huge popularity for inspiring peaceful protest since its creation in 2003. Veliaj has also worked with several international humanitarian organizations in the Americas, Eastern Africa and Kosovo.


    Veliaj holds a Master’s degree in European Integration from the University of Sussex and a Bachelor’s degree in Political Science from the Grand Valley State University.
