Christina Bruce

MCIP, RPP, Director, Policy Planning and Special Programs 

Christina is currently the Director of the Policy Planning and Environmental Sustainability Department at the City of Vaughan. She leads a team of staff that promotes the creation of quality communities in the City by providing Council with Planning Act based policy tools to guide the growth and physical development of the City. To develop these policies, the Policy Planning team undertakes small to large-scale planning studies, which may vary in size from an individual site to the entire city. The Studies are based on comprehensive professional analysis, consideration of corporate objectives, interdisciplinary and intergovernmental input and visioning involving extensive public outreach and consultation.


She is a Registered Professional Planner and a Member of the Ontario Professional Planners Institute. She has extensive experience planning, implementing, managing and leading planning projects for municipalities and organizations across Canada. She has worked closely with Mayors and Council, all levels of Staff, stakeholders and the community-at-large to develop and create community visions, goals, objectives, actions and implementation strategies.


Christina is a skilled facilitator. She has provided facilitation support and managed a variety of community and stakeholder engagement processes. She has created and implemented many consultation and facilitation plans to actively engage communities and stakeholders ranging from small municipal projects to large-scale national assignments. She has facilitated controversial events that have included diverging and emotional views and she has developed balanced reports to reflect all views.


As a consultant, Christina worked with Aboriginal governments, organizations and municipalities across Canada. Her involvement focused on developing communications and consultation programs, facilitating discussions and environmental planning initiatives and undertaking community consultations and outreach. She has considerable experience in Aboriginal engagement activities and visiting Aboriginal communities across Canada. She has participated in many projects across northern Canada that have involved interaction with First Nations, Inuit, and Métis.
